April 2026- Ms. Lin-Freeman served as subject-matter expert for the Consumer Assessment of Healthcare Providers and Systems Home and Community-Based (HCBS CAHPS) Survey. This project was led by Innovation Horizons, a consulting firm based in Washington, D.C. The DC Department of Health Care Finance (DHCF) selected Innovation Horizons to lead the implementation and help the agency learn more about the Medicaid populations they serve. Specifically, this survey focused on older adults and individuals with physical, intellectual, developmental, or behavioral health disabilities receiving long-term services and supports (LTSS) from state Medicaid home and community-based services (HCBS) programs.
For this project, Ms. Lin-Freeman served as Survey Methodologist and subject-matter expert. In this role, she led the refinement and finalization of the HCBS CAHPS survey instrument and survey administration protocols. She also provided methodological oversight throughout the project to help ensure survey materials and protocols aligned with CMS CAHPS standards, DHCF requirements, and best practices for mixed-mode survey implementation.
